Planning for permanence training is suitable for social workers, particularly newly qualified social workers or those involved in permanence planning for children, i.e. practice managers, social workers, social work resource officers and community family workers.

For children in local authority care finding a stable, permanent placement is a key factor in securing positive outcomes. Children with a plan for permanence are most often living with the impact of difficult beginnings and they manage daily life with the uncertain outcome of legal proceedings. They are therefore likely to experience a range of intense and conflicting emotions throughout their journey towards permanent placement.
